Verify

We generate a 6-digit code and send it by SMS or WhatsApp. It expires after 10 minutes and locks after 5 wrong tries — you only check what the user typed.

The message is queued and charged to your balance.
Its status moves from queued to sent to delivered.
Add "scheduled_at" to send it later instead.
